Westminster Steps Up for Hemp — Announcing the New APPG for Hemp Carbon Capture & Rural Development.

The UK has an opportunity to lead in carbon-negative materials, bio-based construction, and Sustainable Aviation Fuel (SAF), transforming the rural economy and providing jobs for thousands — but not without serious policy reform.

That’s why, after six months of working with MPs across all parties, and with the go ahead from our four parliamentary officers, we're now launching the APPG for Hemp Carbon Capture & Rural Development.

Hemp Can Power the UK’s Green Economy

Hemp is a carbon-negative crop with real industrial impact:
•⁠ ⁠Sequesters 8 – 15 tonnes of CO₂ per hectare annually (EIHA, 2024).
•⁠ ⁠Feeds into sustainable construction — delivering UK-made carbon-negative insulation and structural materials.
•⁠ ⁠A scalable domestic SAF feedstock — reducing reliance on imports.
•⁠ ⁠Could create 20,000 direct jobs, support 200,000 livelihoods, and contribute £700m annually to the UK economy by 2030 (HEMP-30, University of York).

But UK industry can’t scale without investment. POCA is stopping businesses from accessing banking, blocking institutional capital, and keeping the UK reliant on imports instead of backing domestic industry. Government-backed hemp carbon credits are essential to ensure cost parity for growers and processors, creating a stable foundation for a thriving UK hemp economy.
